Panda Update was solely targeted against duplicate, spun and otherwise low quality content. Penguin update aims to control all types of webspam (cloaking, unnatural linking, spamming etc) and over-optimization.

Google panda algorithm mainly targets websites with low quality content.Even sites with duplicate content from other sites were penalized by Google.If all the pages have poor quality content then the whole site will get penalized for it.

I think this is very good question...Google Panda algorithm is not as effective as Google Penguin...So the things that were not covered in Google Panda were updated in Penguin version so as to remove spamming that SEOr's normally do in order to make rankings.

Panda is more about the duplicate content and quality backlinks whereas Penguin is more about the spamming and over optimization part of the website.

In my opinion Panda update mostly focus on quality . It decreases the rank of sites which are over optimized.
Where as Penguin update decreases ranking of sites which use Black hat SEO techniques like keyword stuffing, Duplicate content, etc.

Both Google Panda and Penguin are algorithm updates. Google Panda was released February 23, 2011 and its primary goal is to evaluate websites and blogs according to design and user's experience, quality of content and usage metrics. If your website is liked by Panda, it receives an upgrade while a website that failed to meet the guidelines, Panda downgrades it.

Google Penguin protects the search engine from any black hat techniques in SEO that is released in April 24, 2012. Once it detects that you're performing techniques such as keyword stuffing, link farming, cloaking, content duplication, etc, your website is penalized or decreases its search engine ranking.

According to my opinion panda update mostly focuses on quality and relevancy of the content and Penguin update focus on the techniques those you use. If you use low quantity content than Panda update decrease the rank of site and you use Black hat techniques than Penguin update affect your site.
