it's a frowned upon technique to sort of hoard linkjuice to keep within your website. What you'd do is sort of rarely link outside to a 3rd party website, or when you do use a nofollow and a 3rd part redirector instead of direct linking.

It was effective a while back, but now it is said that the search engines disregard nofollow for page body links and even count redirected links for SEO for recipient. Some people have even said deliberate and excessive link sculpting can hurt your site.

Link sculpting means using the No follow tag on internal links to direct the flow of PageRank through your site. The idea is that by using No follow on a link, the PageRank attributed to that link is instead redistributed to other links on that page.
